		<description>I like the idea of the increased dialogue with the public and collaboration when an agency is considering to close access to an area.  Seems like better relationships and decisions result when people talk about potential problems and get a better understanding of the situation.  Has anyone had an agency close an area where you ride, without public involvement?  This bill would help prevent that in the future.</description>
