The AQHA plan is workable, but does have quite a few bugs, which will result in further modifications to the AQHA rules. The format I had ready to present last year gave much more control to the ApHC over the actual semen and embryo counts.
I hope they will work to get this in place quickly, we needed it yesterday.</description>

		<description>There is only one problem that I can see about that. What if the stallion owner sells their frozen semen to breeders at a lower cost than the new owners of the stallion? There could  be a bidding war with the cost of the semen. There may have to be a stipulation that the previous owner can only breed his/her mares with the frozen semen that is retained. It could do a new stallion owner harm with breeding if the previous owner sells the frozen semen. Otherwise, I am glad that we are trying to keep up with the times and growing as an organization!</description>
